- Abstract
The article discusses the U.. District Court for the District of Columbia case Stewart v. Zar which deals with waivers under Section 1115 of America's Social Security Act and the U.S. Department of Health and Human Services' (HHS') authority to establish Medicaid health insurance program goals. According to the article, Section 1115 waivers allow states to request that HHS temporarily suspend certain statutory requirements that prohibit the modification of state Medicaid programs.
