- Abstract
The article discusses the Miami Substance-Exposed Newborns project and the Family Drug Court movement, two strategies taken by U.S. courts to process cases under the Adoption and Safe Families Act of 1997 (ASFA) and help recovering substance-using families. Judge Cindy S. Lederman of the Juvenile Court in Miami, Florida, created standards for judicial decision-making to protect first-born substance-exposed infants. Meanwhile, the rehabilitation of the offender is the priority of the family drug court movement.
