Data envelopment analysis for measurement the performance of rice millings in Merauke Regency, Papua, Indonesia.

- Abstract
Rice is one of the food commodities having a strategic role. It is due to most of main food of Indonesian population is rice, so that the increasing number of people in Indonesia results in the increasing need on rice. One of rice growing areas in Papua Island is Merauke Regency. It is necessary to improve the performance of the post-harvest sector, such as rice milling, to optimally increase rice production. This study was conducted to find out the value of rice milling efficiency on assumptions constant return to scale (CRS) and assumptions variable return to scale (VRS) as well as to figure out the performance of rice milling in the Merauke Regency. This research was performed in two districts of Merauke Regency, namely Semangga District and Tanah Miring District. Two representative villages were selected from those districts, i.e. Isano Bias and Waninggap Sai as well as Waninggap Kay and Marga Mulya, respectively. Fourteen rice millings were randomly sampled. Data was collected with interview using a questionnaire. Data was the analysed using data envelopment analysis program (DEAP) 2.1. with input-oriented and output-oriented VRS scale models. The results showed that there were ten and 11 efficient rice millings as well as four and three inefficient rice millings according to the assumption of CRS and VRS, respectively, either input or output-oriented. The averages efficiency for assumption of CRS and VRS were 0.983 and 0.989, respectively. The results of the one-sample t-test revealed that rice millings in Merauke Regency had been efficient.
