- Abstract
The article discusses the gaps left by the Supreme Court regarding the case Georgia versus Public.Resource.Org, Inc. by providing a policy framework for evaluating when it is proper to restrict access to a government work through copyright. The policies considered include the incentive-access framework that underlies copyright law and democracy. It mentions that access should not be restricted when there are no incentives needed to produce.
