- Abstract
The article examines the questionable views of Defense Contract Audit Agency (DCAA) regarding the contractor's executives salary, which was challenged as to reasonableness. The examination includes the guidelines established in two Armed Services Board of Contract Appeals (ASBCA) decisions, Techplan Corp. (Techplan) and Information Systems & Networks Corp. (ISN). Meanwhile, an overview on the disputes involved in two companies as well as their cost principles applied on some of their contracts is provided. Moreover, it infers that neither decision for two companies had addressed the standards in determining the reasonableness of a cost enunciated in Federal Acquisition Regulation (FAR) 31.201-3.
