- Abstract
The effects of home taping on copyright holders have received continued attention in Congress, the courts, the electronic media industry, and the creative community. Explored are the costs imposed by home audio taping and of imposing compensatory royalties on recording equipment. Factors affecting the optimal fee are described. Technological adaptation and practical difficulties in distributing collected revenues limit a royalty's effectiveness. Copy protection proposals and currently prominent policy arguments are evaluated. Although the case for a tax is weak, the information a tax's proponents would need to make their case is outlined.
