- Abstract
This article evaluates the effect of impasse procedures on the negotiation process by analyzing the data from a unique public sector impasse statute, the Iowa Public Employment Relations Act. The Iowa procedure may seem overextensive in an initial review of its unique structure and still the evidence suggests that its arrangement of meditation, factfinding and final-offer arbitration has both encouraged negotiations. It has also provided enough satisfaction for the parties to prevent work stoppages.
