- Abstract
The article discusses research being done on the independent effects on the unemployment rate of disqualification policy toward unemployment insurance (UI) applicants. The study found that the higher the proportion of claimants in a state who were denied benefits because they either quit their last job or failed the work test, the lower the unemployment rate. The results of the analysis implies that increasing the stringency with which the work test is applied will lower the unemployment rate. It appears that the UI system does promote higher unemployment, but this effect can be decreased by the careful application of the work test.
