- Abstract
In the course of 2020, the Government led by Giuseppe Conte, supported by the parliamentary majority represented by the alliance between Movimento 5 Stelle (M5S), Partito democratico (PD) and Liberi e Uguali (LeU) has been engaged in the management of the Covid-19 pandemic, which has imposed new priorities on the government agenda, slowing down the path of some reforms subject to the pact between the majority political forces. From a regulatory point of view, the spread of the pandemic and its fight have been addressed by the Government through the prevalent and contextual recourse to emergency decrees (DL) and decrees of the President of the Council of Ministers (DM), with which important limitations to fundamental rights and freedoms have been decided. Another large group of decree-laws were used to deal with the economic crisis related to the health crisis and to introduce support measures in favor of families, workers and businesses. To counterbalance a centralization of powers in the hands of the Government, Parliament has enhanced the value of instruments of control and direction, in order to be constantly informed about updates and developments in emergency management. Faced with the difficulties of the pandemic emergency, the President of the Republic has intervened on several occasions to make his voice heard by the Nation and Italians, expressing closeness and support to the population, but also inviting the Government and Regions to a sense of responsibility and unity of commitment.
