- Abstract
The article presents credible explanation why the Federal Election Campaign Act (FECA) of 1971 failed to control the rising costs of federal election campaign, inspite being amended four times. It illustrates how U.S. political candidates, both incumbents and challengers, and members of Congress move to circumvent the provision of FECA on spending limitations. The article suggests that individual political candidates are motivated to cheat for selfish interest of ensuring maximum payoffs, which led to the Act's failure to regulate campaign spending.
