- Abstract
The article explores the history of the Foreign Intelligence Surveillance Act of 1978 (FISA), the establishment of the U.S. Foreign Intelligence Surveillance Court (FISC), and the recognition of the First Amendment public right of access to court proceedings. Topics discussed include the enactment of FISA in response to the unregulated use of surveillance by the Executive Branch, the proposed regulation of surveillance issues following the Watergate scandal, and an overview of FISA amendments.
