- Abstract
The article focuses on the apportionment of the U.S. federal legislative bodies. It states that the second section of the Fourteenth Amendment to the U.S. Constitution provides for the apportionment of the U.S. representatives on the basis of population census. It presents information on the history and current laws on the rights of the U.S. Congress and states for apportionment and reapportionment of election districts. It further discusses the legislative bill H.R. 2648 introduced in the 82nd Congress, which proposes federal law on population requirements of congressional districts.
