- Abstract
The article discusses the history and development of the California Youth Correction Act which came into effect in 1941. It reports that in 1941, the American Law Institute sent drafts of its model California Youth Correction Act to interested persons in the State of California. It reports that prior to the introduction of this bill, there had been a great deal of criticism related to the management of a boys school and of the parole system and the management of one of the state prisons. As stated, the legislation was skilfully handled by Assemblyman James H. Phillips and passed bth houses with no opposition and was immediately signed by the Governor. It further discusses the differences between the California Youth Correction Act and its model act proposed by the American law Institue.
