- Abstract
Is this an accurate portrayal of those United Nations officials who were involved in the South Sudan peacekeeping mission? The originality of Millar's analysis lies with his "hands-on" experience in the country (as a UN official and a non-governmental organization worker) and in the UN Headquarters (as part of the Secretary-General's Executive Office). Ultimately, Tolstoy's dilemma remains relevant: can UN officials be leaders, or are they simply bow waves pushed along by the UN "boat"?.
