- Abstract
The article presents an overview of the development of public mental health policies whose care is provided by a protocol rite established by norms and guidelines that regulate the subject. In this way, the research problem that guides this investigation is: to what extent does merely protocol care fulfill ethical care? The working hypothesis is that the protocol embarrasses ethical care, because it promotes the depersonalization of users of the unified health system. The general objective of the research is to analyze the relationship between mental health policies and ethical care within a protocol regime, in order to develop an ethical critique of alterity. Thus, two specific objectives are established, which correspond to the structure of the text in two sections: a) to present an overview of health policies in Brazil since 1970, with the beginning of the anti-asylum movement; and b) to analyze the issue of ethical care in the current care protocol for mental health users in Brazil, based on Emmanuel Lévinas' concept of alterity. The method used for ethical criticism is the phenomenological one, seeking to outline the analysis of the intersubjective perception triggered in the service, especially of the Self who attends in relation to the Other assisted, based on Emmanuel Lévinas. At the end of the investigation, the results point to the need for an ethical care protocol that transcends mere protocol care, as a condition of possibility of alterity.
