The article discusses the protection of cultural property using the 1954 Hague Convention, international treaty negotiated at international peace conferences in Hague, the Netherlands. It focuses on the application of convention for legal framework to non-state actors, entities that participate in international relations. It highlights the implications of extending duties of prevention under the Hague convention to non-actor states for analyzing the armed conflict in Libya.
