- Abstract
The article focuses on the use of the Adoption and Safe Families Act (ASFA) to file the termination of parental-rights petitions in Vermont. It discusses the publication of a report by the Child Welfare League of America (CWLA) to address the impact of ASFA on the termination of parental rights (TPR) of incarcerated parents. It highlights the exceptions within ASFA and other state statutes regarding the termination of petition. It suggests that the petition must be filed if the child was placed in foster care for fifteen months.
