- Abstract
The purpose of this paper is to put together already defined concepts and ideas for auto insurance reform into a plan which has merit and which might be acceptable to all involved. The core provision of the suggested plan involves creation of a state pool in which individual insurers would participate. The pool would he confined to premiums and losses on compulsory automobile liability and medical payments-disability coverages. The insurer would be paid a servicing fee with no possibility of underwriting losses or gains. Further, a proposal is made which it is hoped would obviate the need for ‘no-fault’ provisions, while still assuring prompt payment of claims.
