- Abstract
The article focuses on the on-site observation conducted by the Inter-American Commission on Human Rights to investigate abuses of human rights in Colombia. In the investigation, the Commission interviewed the national and local public authorities, former presidents, religious figures, human rights agency personnel, members of professional organizations, employees, and representatives of private enterprises. The group found eight cases of murder while in prison, abuses of authority in arrest procedures, mistreatment and torture in various places, and oral-courts martial for both political and non-political crimes. In addition, it concluded that the state of siege hampered the full enjoyment of civil freedoms and rights in the country.
