- Abstract
The construction of hydroelectric plants in equatorial countries -such as Colombia- faces challenges related to their ecosystem biodiversity, which is in turn reflected in cultural expressions and adaptive strategies to complex environments. This relationship is shaped by the transversal elements of the territory, such as rivers, whose particular dynamics affect the ecology and societies, so any change in its parameters will surely compromise the collectivity. Urrá hydroelectric plant, located in the upper basin of Sinú River (Tierralta, Córdoba) is an example of this. Its construction transformed the river's ecology, connectivity with other ecosystems and water bodies, and the physical and cultural integrity of the communities. All of this occurred in a context of violence and restriction to participation, which affected particulary the Embera Katío indigenous group. This document aims at bringing elements to the discussion on the implications of hydropower plants beyond their bio-physical impacts. It locates the case of Urrá in a particular context in which the absence of participation and the dispute over the territory indicate other motivations behind its constrution and operation.
