- Abstract
The article reports on a trend in which local governments and municipal governments in growing communities and cities seek alternative options for financing water-supply engineering, waterworks, and wastewater treatment projects in the U.S. Municipal finance options include grants-in-aid, state revolving loan funds, bonds, cash, and tax-exempt leasing. Selection of funding strategy is influenced by factors such as cash flow availability, regulatory requirements, and timing. Advantages of tax-exempt leasing include funding timeframe and nonappropriation.
