- Abstract
Teacher selection and evaluation are two important issues that need to be revised and improved in the Spanish educational policy, particularly in compulsory education. Several pressures that are now stressing professional accountability must be taken into account. The approach to education as a basic human right for all is considered the most relevant for a public, democratic and socially responsible selection and evaluation of state teachers. A general framework of criteria -including teaching quality, training proposals, concerted processes-, which is relevant and effective in the selection and evaluation of teachers, needs to be designed and well developed to make progress in the fair education provision which is currently needed.
