- Abstract
In today's competitive conditions, the share of health expenditures in national economies is an important indicator of the level of development and is one of the most important factors affecting health outcomes. Therefore, the increase in health expenditures and the similarity of the countries' health policies necessitate the classification of the countries according to their expenditure types and the determination of similar issues. The objective of the study is to determine similar OECD countries according to the type of spending by assessing their medical expenses realized in the 2003-2017 period in terms of amount and proportion and to determine the position of Turkey among OECD countries. In the study, clustering analysis is used to group the countries in terms of their similarities and differences. The 14 different spending variables used by 36 OECD countries between 2003 and 2017 are analyzed using Ward method. As a result of the analysis, the countries are clustered according to their health spending and those countries who are similar to Turkey in terms of various types of health spending are determined to be Estonia, Latvia, Mexico, Czech Republic, Luxembourg, Belgium and Australia. Regarding the position of Turkey among OECD country classification, it is seen that she falls behind developed countries in terms of health expenditures and ranks in the same cluster with those countries having relatively low health expenditures.
