- Abstract
The article discusses legal issues related to the outbreak of the H1N1 pandemic in 2009 in accordance with International Health Regulations (IHR). It offers a look at the guidelines introduced by the World Health Organization (WHO) concerning communication with the public during a pandemic and reports on the impact of IHR on the function of WHO during outbreaks of disease. Information on the establishment by IHR of an Emergency Committee is also presented.
