- Abstract
The article discusses violations of constitutional rights of prisoners under the U.S. Eighth Amendment at Orleans Parish Prison (OPP) in New Orleans, Louisiana. Topics include 1970 and 2013 consent decrees issued in the state ordering the government to implement constitutional reforms; attempts of the state government to prevent these violations; role of separation of powers and federalism in preventing reform; and rapes and sexual assaults reported by inmates with no intervention by OPP staff.
