The article discusses a debate about when economic development that is aimed at revitalizing America's cities and regions is charitable, focusing on job creation and business growth in the U.S. as of June 2014. America's free market economy and incentive programs for private companies in the U.S. are mentioned, along with regional economic development organizations (REDOs) and philanthropy in America in the wake of the Great Recession of 2008. The U.S. Internal Revenue Service is examined.
