- Abstract
In the article "Tariff agreements without a future?" by Wolfgang Däubler, the question is raised as to why only about half of the employees are protected by tariff agreements. This is often attributed to the decreased number of union members. In other countries like France, the level of unionization is even lower, but more employees are covered by tariff agreements due to legal framework conditions. Däubler suggests that tariff agreements should not only apply to union members and that they can be declared universally binding if it is in the public interest. Furthermore, tariff agreements should protect employee rights and be enforceable. It is argued that a change in mindset and a stronger societal responsibility of the unions are necessary to condemn companies without tariff agreements and better represent the interests of employees.
