- Abstract
The article introduces the topic on out-of-pocket cost in railroad freight rates, an important factor in setting rates upon low grade commodities and on the revenue-producing potential of certain types of traffic. The term has been used by the Interstate Commerce Commission, by carriers and shippers to designate cost that are assignable directly to particular services or movements of traffic. A pricing policy made out upon by the commission and carriers to establish a rate yield in any revenue and in excess of out-of-pocket cost.
