Public–private partnerships: a cautionary tale.

- Abstract
This article probes into the disadvantages of the establishment of public-private partnerships (PPP) as a way to improve education in developing countries. The author of this article cited an incidence in India wherein a public-private partnership was proposed and that led to the development of the system of Grants-In-Aid (GIA). It turned out that the success of the long standing PPP is being severely questioned. It is now argued that GIA schools is inimical both to equity and efficiency. The author's research in Karnataka also added evidence to the inefficacy of PPP system in education. With this, PPP had an unsuccessful attempt in India. Perhaps the most disheartening aspect of the failure of this PPP is that those most closely involve in its defense argue that only through GIA can the educational needs of the poor be met. The lessons of grant-in-aid in India suggest that such policies should be treated with more caution.
