- Abstract
In early 2023, Canberra was the subject of two federal inquiries, one examining its role as the national capital and the other investigating the ACT government's decision to acquire Calvary hospital. The planning debate in the Legislative Assembly coincided with a national discussion on housing and development, while the Calvary issue became entangled with the Territory's constitutional position. The planning bill aimed to introduce an outcomes-based system for development applications, which sparked debates between supporters of denser neighborhoods and those who preferred low-rise suburbia. The government's decision to acquire Calvary hospital generated controversy, with opponents mobilizing and federal politicians weighing in. The federal parliament also initiated an inquiry into Canberra's role as the national capital, and the ACT government launched a consultation on voluntary assisted dying. The budget for 2023-24 projected a deficit but anticipated a surplus in 2025-26, with a focus on housing initiatives.
