- Abstract
Our education system has a variety of problems. Although they have the biggest role, our universities are far away from the solution. All the com-ponents like the senior management of higher education, legislation, man-agers, higher education institutions, students and trainers are faulty. In long term, reforming arrangements from top to bottom should be made. In short term existing institutions, facilities and individuals should be mobilized to yield highest level efficiency. All Turkish academicians and intellectuals should see thinking hard on solutions for Turkey's education-al issues as a duty and right. Proponent staffing should be discontinued and competency should be the basis. The Council of Higher Education (CHE), academical institutions and rectors should be resolute and deter-minant in performing their constitutional and legal functions. The neces-sary arrangements must be done without disturbing the civilian structure of the universities. All institutions, trainers and students should be mobi-lized for educational reform. Educational issues should be discussed in congress, symposiums, panels and conferences arranged by CHE, univer-sities, non-governmental organizations and other institutions. Authorities should be warned and encouraged in congress, seminars and similar meet-ings of Intercollegiate Board, senates and administrative boards of univer-sities, and contribution for solution should be provided by undertaking lia-bilities and risks through studies and reports. The reconciliation reports or final declarations for solution should be published and send to authorities. Not only in higher education but also in every levels of education, scien-tific researches, doctorate and thesis studies should be supported and guidelines for long term applications should be prepared. Decisions made on scientific basis should be practiced. The higher education institutions can turn into really self-governing science institutions, only if they can constitute efficiency, quality control and internal audit mechanisms.
