- Abstract
This study aims to derive public diplomacy measures by using veterans policy. To this end, this study focuses on the case of Colombia, the only country in Latin America that deployed combat troops for the Korean War, and aims to derive a public diplomacy plan using international veterans policy. To this end, this study first examined the theoretical meaning and issues of veterans diplomacy and public diplomacy. We also examined the history and current status of Korea-Colombia diplomacy, which is a case of this study. In particular, the contents and results of the Korean diplomacy with Colombia were reviewed. The study also surveyed Colombians' perceptions of Korea and diplomatic achievements. Based on this, this study proposed ways to improve veterans diplomacy in Colombia centered on digital public diplomacy. The ways to improve public diplomacy using veterans policy proposed in this study are diversification of veterans diplomacy, diversification of public diplomacy channels, and expansion beyond veterans diplomacy to peace diplomacy.
