The article discusses need of obligation to produce a statement of compatibility (SOC) when introducing a bill into parliament in Australia. Topics discussed include relation beateen parliamentary scrutiny committees and human rights; role of SOCs in creating a human rights culture; and functions of post-enactment review and parliamentary scrutiny of laws.
