- Abstract
The article discusses the ethical dilemma over the applicability of pre-exposure prophylaxis (PrEP) for HIV in vulnerable people in U.S. People from economically suppressed and socially stigmatized groups such as homosexuals and black or Latina women, are at high risk due to inevitable factors including intravenous drug use, violence and unmet needs. It suggests that the responsibility to pay for the PrEP and causal accountability should be imposed cautiously and with ethical evaluation.
