- Abstract
Shadow economy stems from the burden of taxes and social security contributions, frequency of official regulations and expenses of public sector sevices and economic activities. Turkish tax system depends on indirect taxes and wage taxes, and so tax trap for indirect taxes comes to exist. Moreover, estimation and control of shadow economy support the credibility of tax policies. This paper attempts to estimate the shadow economy for Turkey between the years of 2001-2016 and compare its results with European Union countries. Whereas shadow economy is estimated 59,4 percent for Turkey in 2001, it's also estimated 27,3 percent in 2016. A surge upon shadow economy in 2001 results from economic turmoil in November 2000 and Faburary 2001 and also some regulations done to establish a new institutional structure. Average size of shadow economy in European Union countries improves from 22,6 percent to 18,3 percent between the years of 2003-2015. Turkey's shadow economy exceeds the European Union's as we compare the shadow economy between European Union and Turkey for 2015.
