The article focuses on Ugandan conflict with the Lord's Resistance Army (LRA) raised questions over peace negotiations and prosecution at the International Criminal Court (ICC). It mentions retributive justice based on prosecution and incarceration, or traditional, restorative justice based on tribal ceremonies and reconciliation. It also mentions Ugandan government will be eager to withhold amnesty from others.
