- Abstract
This article deals with the legal challenges that currently arise on a reform of the public broadcasting mandate. In the first part, the spectrum and goals of the current reform proposal are outlined and systematized. As a result, it becomes clear that deficits in the performance of public broadcasting committees form the unspoken core of the reform proposal. The second part of the article examines whether the main reform ideas are compatible with constitutional and EU law requirements. It is shown that the current legitimation model has already reached its limits for traditional broadcasting and has already partially exceeded them in the case of internet services. Parallel to the first part, the article outlines from a normative point of view that the committee model can compensate possible legitimation deficits. The final part of the article therefore argues in favour of making the concept of internal plurality in committee work more ambitious and adapting it more flexibly to the conditions of the network society.
