- Abstract
This paper presents an analytical overview on the work of Dr. Archibald Reiss, PhD, "Hear the Serbs" in terms of pathology of state authorities between the two world wars. Dr. Reiss in this work indicates pathologies in organs of the Serbian state authorities: parliament, government and administrative bodies. He particularly remarks the appearance of politicization and participation of civil servants, careerism, and corruption at all levels of government and the appearance of alienation from citizens, criminal activities of civil servants and their incompetence to perform official duties. These pathological phenomena in power are now present in Serbia and other Balkan countries in spaces of the former Yugoslavia. Therefore, the indication of pathological phenomena in the government and Dr. Archibald Reiss messages, presented in the work "Hear the Serbs", are actual now, eighty-seven years after his death. The authors conclude that the government infected pathologies can not successfully fight crime in society.
