The article discusses the detrimental impact of a report by Great Britain's School Teachers' Review Body (STRB) on British Secretary of State for Education MIchael Gove's efforts to deregulate the employment of teachers in Great Britain. Topics addressed include the report's recommendations on school leadership, teacher allowances, and conditions of service documents; recommendations for little change to teacher contracts; and the reactions of teacher unions to the report.
