- Abstract
Sinking structures in marine environment for artificial reefs creation is an old technique and has been developed in several countries around the world aiming to enhance fish stocks and other marine life and, thus, to benefit recreational activities and fisheries. The Pernambuco State is nationally known by the great number of shipwrecks in its coast (approximately 200). The importance of these artificial reefs embraces the environmental question (biomass enhancement) and the socioeconomic problem (it improves the dive tourism and support small traditional fishing communities). In 2001, the State Ordinance n° 23.394 sanction, prohibits the fisheries in shipwrecks areas, and creates a conflict between the users of these shipwrecks, divers and artesanal fishermen; the last ones who used to fish in shipwrecks for a long time. The present research aimed to study how these two groups approach environmental policies. Fifty three divers were interviewed in dive schools and 41 fishermen in two fishing communities of Metropolitan Area of Recife. The results confirmed a conflict between the two groups, against the main objective of the State Decrees n°.23.394/01 that intended to protect and preserve the shipwrecks. The fishermen, they still fishing in the shipwrecks, despites the prohibition; and divers, although free to use the artificial reefs, part of them, still demonstrate lack of an environmental understanding and they don't manage adequately the visits to the areas.
