- Abstract
In contrast to fee-for-service payment arrangements where healthcare providers are paid based on services provided, value-based contracting focuses payment based on agreed upon patient health outcomes and goals to improve population health and efficient use of the healthcare system. Primary Care Payment Reform to Change Care Delivery and Improve Value The success of payment reform is maximized when the changes in payment mechanism are able to change provider and health system behavior in a manner that improves overall population health. Importantly, for capitation to be most effective in changing on-the-ground care delivery, payment mechanisms across Medicaid, commercial payors, Medicare, and dual payment plans such as integrated Medicare-Medicaid plans will need to be aligned.
