- Abstract
The rise of mega-constellations of artificial satellites is creating a new paradigm that requires the reconceptualization of the term security, displacing anthropocentric definitions in favor of a greater vision of planetary security. This emerging situation compels us to reflect on the risks and dangers arising from the interference of satellites and space debris with the protective role of States, as well as the formulation of effective threat management strategies. The global dimension of this problem, together with the majority presence of the private sector, forces a revision of the regulatory framework for outer space in order to anticipate and respond to the foreseeable saturation of low-Earth orbits.
