- Abstract
The Hazard Communication Standard (HCS) announced by the Occupational Safety and Health Administration (OSHA) in November 1983, requires employers to develop a comprehensive hazard communication program that includes chemical container labeling and other forms of warning, material safety data sheets, and an employee training program. While HCS incorporates into an OSHA standard many of the practices and principles occupational safety and health educators have long followed and encouraged, it does not address what type of educational program should be delivered. This article examines the components necessary for an HCS educational program that trains employees/union members to understand the HCS and prepares those workers to monitor their employer's HCS program.
