- Abstract
In Christmas of 1898, Leo XIII convoked the Archbishops and Bishops of the Latin American Dioceses to a Council that would have as purpose the unification of the ecclesiastical discipline of the Continent and the definition of the basis for the action of the Church in some countries where She as well as the Catholics suffered greatly due to the reigning anti Christian ideologies, especially in those of the new countries. The study of the Council, where the birth of the Latin American Church may be noted, has been done with recourse to existing documentary sources in the Archive of the Congregation of the Extraordinary Ecclesiastical Affairs. It starts with a brief history of the Plenary Councils (until 1917 they followed no specific norm). Then, it touches on the preparation, that started in 1889, through a proposal of Msgr. M. Casanova, Archbishop of Santiago de Chile. This is seen as a good solution to the problems that -for quite some time- had afflicted the region and had made the Roman Pontiff to worry. Work on the project of the Council -entrusted to a Chilean canonist- started even while the views of the Archbishops regarding a possible Council were solicited Finally, due to the disturbing sense of rivalries, it was decided to hold the Council in Rome. The Latin American Prelates were consulted three times -in 1889,1897 and 1899 regarding important matter that would be taken up in the Council. The Assembly took place in Rome from May 18 to July 9,1899. Leo XIII approved the results of the Council's work on January 1,1900, and at the same time promulgated it for the ennite Latin-American region.
