- Abstract
Increasing labor based immigration has become a central focus for Finnish immigration policy. The present article examines the importance of non-EU foreign workers in the service sector in the Helsinki area and the effect of the immigration administration on the dynamics of labor markets. This article is based on seven interviews of employers from the cleaning and the restaurant sector. According to the employers, foreign workers play an important role as cleaners and dish-washers. They are often more motivated and flexible than Finnish workers. Instead of applying for a residence permit for a person employed from abroad, employers have recruited foreigners who are in the Helsinki area already, especially foreign students. However, the foreigners' judicial status also affects their position in the labor market. The immigration administration produces precarious labor force, which is in a weaker position compared to the Finnish employees. The fast and flexible availability of labor in the service sector is paradoxically taken care of by foreigners who are not considered labor based immigrants.
