- Abstract
The article examines the tensions that have been responsible for poor foreign relations between Russia and the U.S. While Russian President Dmitry Medvedev and U.S. President Barack Obama held an April 1, 2009 meeting in which they vowed to set aside mentalities stemming from the Cold War, the author questions whether this conflict is responsible for a lack of diplomacy between the nations. America’s policy toward formerly communist nations is examined, including outreach deriving from organizations such as the North Atlantic Treaty Organization (NATO). The author examines a history of diplomacy-based interactions between the U.S. and Russia, specifically focusing on the rapport between former Russian President Boris Yeltsin and former U.S. President George H. W. Bush.
