- Abstract
The plan for the development of a personal health record (PHR, or “DMP” in France) was initiated by the National Medical Insurance Act of 13th August 2004 (France). This encompasses a major national health care reform: each French beneficiary will have access to a PHR as of 1 July 2007. The institution in charge of pilot testing and deploying the PHR is called the GIP-DMP. The timeline for national deployment is very short, but GIP-DMP is working actively to follow it. Although this centrepiece of national health care reform has led to many controversies, it is now time to draw conclusions from what we have learned about the legal and operational aspects of the PHR.
