Further, large economies such as China (in 2001) and Russia (in 2012) became members of the WTO, and as of today, WTO members account for 98 percent of global trade. But also, her ability and experience as a world leader are key: given tensions between WTO members, being a leader and a peacekeeper are important characteristics of a new WTO DG.
