- Abstract
Due to its economic importance the sugar industry became an important agro-industry, creating jobs and social welfare. In Mexico, this sector is historically one of the most important, due to its economic and social magnitude in the rural area. The Ministry of Economy (2012) points out that the agrosector contributes 11.6% of the GDP of the primary sector, and 2.5% of the manufacturing GDP. The national sugar sector directly originates 450 thousand, and indirectly 2.2 million jobs, taking place in 15 states and 227 municipalities (SECRETARIA DE ECONOMIA, 2012). This highlights the importance of the activity for the development of the industrial food sector and for the economic growth of Mexico. So this paper aims to analyze the case of the industry against the different national policies of industrial orientation and its real effects in the sector.
