- Abstract
Communications systems such as electronic portals of public organizations have been considered central mechanisms for interaction between society and state. The evaluation of these portals is an important and necessary procedure for the improvement of services provided. Thus, the present study proposes an integrated model of evaluation of public portals. The model is applied in the judiciary and seeks to assess and compare the ability of electronic portals of state courts in Brazil have to provide information and services to users. In the model are investigated four dimensions of analysis: (a) functionality, (b) transparency, (c) interaction and (d) technological structure. Thus, the services and information available to users are identified, it evaluates the effectiveness of the operation of the services offered in portals, and finally shows a comparison of the portals based on these results. The results show a balanced capacity between electronic portals investigated to provide information and services to users, which means that, in general terms, the portals are fulfilling their social role. The portals that stood out were the following: the transparency, the courts of the State of Paraíba and the Amazon; on the technological structure, the Superior Court of Justice and the courts of the State of São Paulo and the Federal District and Territories; in functionality, virtually all portals stood out; and how the interaction, no portal stood out. This last dimension is the one that presents the greatest challenge to be faced.
